A LOI was signed and FPG made a routine project application to Taiwan’s Ministry of Finance. Then, in Aug 1996, Taiwan’s President Lee told the National Assembly that investment on the mainland should be cut back. FPG duly withdrew its application, but, in Mar1997, FPG’s Chairman admitted that the planning was still going ahead and the project was eventually completed.
