Quick facts: This project will gasify about 4.3mn tpy of local lignite with a 550t, air-blown gasifier using TRIG technology developed at the Power Systems Development Facility (PSDF) in Wilsonville, AL, a research facility for DOE and Southern Co. The design sends coal not converted to gas in the initial process back for a second round of gasification allowing for a higher rate conversion. The site is 20mi north of Meridian. The plant is also known as David M Ratcliffe, named after a former Chairman, President and CEO of Southern Co. Kemper went into operation on natural gas in Aug 2014. Full production on syngas is expected in 2016. The cost of the gasification island, refinery, and CCGT block was about $2.8bn. Other infrastructure, including the nearby lignite mine and the C02 pipeline, brings the total project cost to about $4.2bn.

Quick facts: In Dec 2001, InterGen closed $430mn of financing for the Magnolia Energy project in Benton County. The financing was led by ABN Amro and Credit Lyonnais with HypoVereinsbank and Credit Agricole Indosuez acting as arrangers, and Citibank, Nord LB, Fuji, Bank of Tokyo Mitsubishi, Bank of Scotland, and Abbey National acting as co-arrangers. The plant was later acquired by Kelson Energy and then sold on to TVA in Aug 2011. It is connected to TVA's 500kV network. About 30ac of the 374ac site are used for the plant and facilities.

Southaven

Quick facts: This plant was developed by Cogentrix Energy on a 36ac site in Desoto Co just south of Memphis and adjacent to Entergy and TVA substations. A long-term fuel supply and electricity trading agreement was in place with PG&E National Energy Group  when construction started in Jun 2001. Southaven went commercial in Jun 2003 at a cost of about $490mn. It was shut down for a time due to regional electricity market conditions. In Apr 2008, TVA agreed to purchase the plant for $461.3mn plus a $5mn O&M contract termination fee to a Cogentrix affiliate. On 30 Sep 2008, Seven States Power Corp paid TVA $325mn for a 69.69% stake in Southaven. Loans for the purchase was provided by JPMorgan Chase Bank, CoBank, ACB, and Branch Banking and Trust Co. SSSL is an affiliate of the Tennessee Valley Public Power Association, which represents 159 TVA distributors.
